Kampala-Based Lawyer Claims Anita Among’s Associates Withdrew Sh4.1 Billion from Parliamentary SACCO in One Day

Controversy has emerged over alleged large-scale cash withdrawals from the Parliamentary SACCO, following claims by lawyer Godwin Toko that Sh4.19 billion was accessed in a single day by individuals linked to the Speaker of Parliament.


In a detailed statement, Toko alleged that on July 21 last year, a series of high-value withdrawals were made within a span of about eight hours, describing the transactions as “coordinated and politically timed” during the height of internal National Resistance Movement (NRM) campaigns. 


He claimed that close associates of Speaker Anita Among allegedly accessed funds in rapid succession, with individual withdrawals ranging from Sh50 million to Sh500 million. 


Among those mentioned in the allegations are Scovia Kongai (Sh500 million), Joan Apolot (Sh500 million), Apio Esther (Sh500 million), Muzamil (Sh400 million), and Rachael Ainamasiko (Sh400 million).


Toko further alleged that Gonzaga Mitimbo withdrew Sh400 million, Esther Afoyochan Sh400 million, and Okema Leonard Sh400 million. 


Additional withdrawals, according to his statement, included Chris Obore, who allegedly accessed Sh220 million and later an additional Sh160 million the same day, while Okema Leonard reportedly returned for another Sh210 million. Smaller transactions included Sh50 million withdrawals by Molly Ozelle and Muzamil.


According to Toko, all the transactions were processed under descriptions such as “speaker’s outreach,” “parliamentary commissioners’ activities,” or “CSR-related commitments,” claims that he argues raise questions about accountability and oversight in the use of Parliamentary SACCO funds.


He further linked the timing of the alleged withdrawals to the political season within the ruling NRM party, during which Speaker Anita Among was actively campaigning for a senior leadership position within the party’s Central Executive Committee. 


Toko suggested that the financial activity coincided with heightened political mobilisation and spending, though he did not provide documentary evidence to support a direct connection between the SACCO transactions and campaign financing.


During the same period, internal NRM contests were marked by intense competition, with reports of heavy spending by candidates. 


However, Toko’s claims specifically focus on the scale and concentration of withdrawals from the Parliamentary SACCO on a single day.


Speaker Anita Among has not publicly responded to the allegations at the time of publication. The Parliamentary Commission and SACCO leadership have also not issued a detailed statement addressing the claims.
