Museveni Welcomes Starlink Entry as Uganda Signs Landmark Telecom Deal

President Yoweri Museveni has endorsed Uganda’s latest move to expand its telecommunications landscape following the formal signing of agreements between the Uganda Communications Commission (UCC) and satellite internet provider Starlink.


In a statement issued after witnessing the signing of a Memorandum of Understanding and an operational licence agreement, Museveni described the development as a significant milestone that paves the way for Starlink’s entry into the Ugandan market. 


The deal clears the path for the Elon Musk-owned company to begin offering satellite internet services in the country, potentially boosting connectivity, particularly in underserved and rural areas where traditional infrastructure remains limited.


Museveni emphasized that the government’s primary interest in allowing Starlink’s operations revolves around strengthening oversight within the telecommunications sector. 


He pointed to the need for enhanced security, proper revenue tracking, and accountability among service providers.


“Our interest is security, revenue assurance, and proper accountability within the telecommunications sector so that we know who is operating and who the customers are,” Museveni stated.


The President noted that Starlink had agreed to comply with Uganda’s legal and regulatory framework, a condition he described as critical before granting operational approval. 


This compliance, he added, ensures that the government maintains visibility over telecom activities while safeguarding national interests.


Starlink’s entry into Uganda comes amid increasing demand for reliable and high-speed internet across East Africa. 


The company uses a constellation of low-Earth orbit satellites to deliver broadband services, often reaching areas where fibre and mobile networks are either weak or unavailable.


Industry observers say the move could intensify competition in Uganda’s internet market, currently dominated by major telecom operators. 


It may also accelerate digital inclusion by providing alternative connectivity options to businesses, schools, and households.


However, the regulatory emphasis highlighted by Museveni signals that authorities remain cautious about balancing innovation with control, especially in a sector considered critical to national security and economic stability.


Museveni wished the company success, expressing optimism that the partnership would contribute to the country’s technological growth while adhering to established regulations.
