“Political Theatre or Accountability?” — Political Analyst Questions Optics of Rolls-Royce Seizure in Anita Among Probe

The seizure of a Rolls-Royce Cullinan linked to former Speaker Anita Annet Among has continued to draw sharp political reactions, with analysts questioning whether the operation reflects genuine accountability or a carefully staged display of state power.


Security operatives recently removed the luxury vehicle, reportedly valued at about 3.6 billion shillings, from Among’s Kigo residence in Wakiso District using a flatbed truck during an ongoing investigation into asset declarations and alleged unexplained wealth. 


The operation, which also involved searches of several properties, has become one of the most talked-about enforcement actions in Uganda’s recent political history.


“Peak political theatre,” says analyst

Political analyst David Soita Masinde says the imagery surrounding the operation risks overshadowing the substance of accountability efforts.


He said:

“Watching a flatbed truck lifting a 3.6-billion-shilling Rolls-Royce away from a political leader's residence is peak political theatre, but we need to stop falling for the spectacle.”


Masinde argues that such high-profile scenes often create a sense of progress without necessarily addressing deeper governance failures.


Concerns over how accountability is enforced

Masinde also questioned the pattern in which enforcement actions emerge, suggesting that real accountability should not depend on dramatic raids or sudden political developments.


He added:

“Genuine accountability does not require midnight raids, armed standoffs, and sudden withdrawals from leadership races on social media. True institutional reform is quiet, systematic, and universal.”


His remarks come as debate continues over how anti-corruption agencies handle investigations involving senior political figures.


Questions over timing and motivation

The analyst further raised concerns about whether the current wave of enforcement reflects structural reform or shifting political alignments.


He said:

“When the state targets an isolated individual only after intense public pressure and international sanctions align, it is an exercise in strategic asset management, not justice.”


The comments reflect a broader view among some observers that enforcement actions often intensify after political pressure builds, rather than through consistent institutional oversight.


Call for system-wide reform

Masinde also pointed to what he described as the need for uniform application of financial accountability systems across government.


He stated:

“Until the budget processes, procurement rules, and financial oversight mechanisms apply equally to every single officeholder in the country, these dramatic seizures are just a revolving door for elite substitution.”


Wider political context

The Rolls-Royce seizure has become part of a wider debate on governance, wealth declaration, and anti-corruption enforcement in Uganda.


Authorities have maintained that the vehicle was taken as part of ongoing investigations into alleged discrepancies in asset declarations. No formal charges have been announced so far.


While the operation has been presented by investigators as part of a lawful process, critics argue that its dramatic execution risks turning accountability into spectacle rather than sustained institutional reform.
