In 2009, an investigative committee led by General Salim Saleh uncovered deep-rooted inefficiencies and financial irregularities in Uganda’s power distribution sector.

The probe focused on Umeme, the country’s primary electricity distributor, following public outcry over high tariffs and unreliable service.
