Uganda Shifts to Online Recruitment for District Jobs in Anti-Corruption Drive

The Government of Uganda has announced a nationwide transition to an online recruitment system for district and city local governments, marking a significant reform aimed at tackling corruption and improving efficiency in public service hiring.


Local Government Minister Balaam Ateenyi said the move will eliminate long-standing irregularities linked to manual recruitment processes, including bribery, favoritism, and manipulation of applications. 


The new system will require all job applications to be submitted digitally, reducing physical interaction between applicants and recruitment officials.


According to the Ministry of Public Service, the e-recruitment platform will allow applicants to upload academic and professional credentials online, track application progress, and receive real-time notifications throughout the hiring process. 


Authorities say the system will also automate shortlisting and standardize procedures across all districts and cities.


Officials argue that limiting direct contact between applicants and District Service Commission members is critical in addressing corruption. 


For years, job seekers have raised concerns about being asked to pay bribes to secure public sector positions, with oversight bodies and Parliament repeatedly flagging the issue.


“This reform is intended to restore integrity and public trust in government recruitment by ensuring that all appointments are based strictly on merit,” the ministry said in a statement.


The initiative forms part of Uganda’s broader digital transformation agenda, which seeks to modernize public administration and improve service delivery. 


By shifting to a paperless system, the government also expects to cut operational costs and create a transparent audit trail for every stage of recruitment.


The rollout of the platform will be done in phases, with all local governments expected to eventually adopt the system as the standard method of hiring. 


Minister Ateenyi, alongside other government officials, pledged full commitment to implementing the reforms with support from the Ministry of Public Service and the Head of Public Service.
