Minister Balaam Ateenyi Promises Action on Mbarara Transport Crisis After Kasingye Outcry

Local Government Minister Balaam Ateenyi has pledged swift intervention following concerns raised by former Assistant Inspector General of Police Asan Kasingye over alleged abuse and disorder in Mbarara’s public transport sector.


In a response issued shortly after Kasingye’s statement gained public attention, Ateenyi acknowledged the gravity of the issues and confirmed that the government will take action beginning this week.


“This situation will be addressed on Tuesday when I meet the city leadership, led by His Worship the Mayor, together with the technical team,” Ateenyi said.


The minister added that he will also engage directly with residents to gather firsthand accounts of the challenges affecting passengers, traders, and operators within the city.


Kasingye had earlier painted a troubling picture of Mbarara’s transport system, alleging widespread violence against passengers, fraudulent practices by some operators, and systemic failure by city authorities to enforce order.


Responding to the concerns, Ateenyi emphasized that the government remains committed to restoring efficiency and discipline within urban transport systems. 


He outlined key priorities, including improving service delivery, streamlining public transport operations, and ensuring the safety of commuters.


“Our position as Government is clear—to improve service delivery, ensure an efficient and orderly transport system, promote orderly trade, and guarantee the safety and well-being of our people,” he stated.


The minister’s remarks come amid growing scrutiny of urban management in secondary cities, where rapid growth has often outpaced regulatory enforcement. 


Mbarara, a key commercial hub in western Uganda, has in recent years experienced increased pressure on its transport infrastructure.


Ateenyi also acknowledged Kasingye’s role in highlighting the matter early, noting that such interventions help authorities respond proactively to emerging issues.


“Thank you for bringing this to my attention in advance,” he said.


The planned meeting with city officials and stakeholders is expected to focus on restoring order in transport operations, addressing allegations of corruption, and improving coordination between enforcement agencies and local authorities.
