Nansana Municipality MP Zambali Bulasio has raised concerns over the slow progress of a Shs13.3 billion AFCON 2027 training facility being constructed at Lira University.
Bulasio said the concerns emerged on Tuesday, September 22, during an oversight visit to the project alongside the Parliament Watch Uganda team.
According to the legislator, the facility had achieved only 28% physical progress despite operating under a six-month construction contract that began in May and is scheduled to end in November.
He questioned whether the project would be completed within the contractual period, given the limited progress recorded during the inspection.
“Still today, during our oversight visit to the Lira University AFCON 2027 training facility, we found physical progress at only 28%, yet the project is operating under a six-month contract that commenced in May and is expected to be completed in November,” Bulasio said.
The MP said the approaching November deadline had raised questions about the project's implementation and the management of public funds.
“With the deadline fast approaching, serious questions remain regarding the contract, implementation, value for money and whether the facility will be delivered on time,” he added.
Bulasio also raised concern over the payment status of the project, stating that the contractor had already received full payment despite the reported level of physical completion.
“This is a Shs13.3 billion taxpayer-funded AFCON training facility, and the contractor was 100% paid,” he said.
The concerns come as Uganda prepares for the 2027 Africa Cup of Nations, which the country will co-host with Kenya and Tanzania. Training facilities are part of the infrastructure expected to support preparations for the continental tournament.
Bulasio said Parliament would continue scrutinising the project to establish whether public funds were being used effectively and whether contractual obligations were being met.
“We shall continue to ask the hard questions and demand answers,” he said.
