Balaam Ateenyi Assures Smooth Working Relationship with Justine Nameere in New Local Government Ministry Pairing

The newly appointed Minister for Local Government, Balaam Barugahara Ateenyi, has moved to calm speculation over possible tensions in his working relationship with his junior minister, as Uganda’s latest Cabinet reshuffle takes effect under President Yoweri Museveni.


Balaam, who now heads the Ministry of Local Government, will be working alongside Justine Nameere, who was appointed Minister of State in the same docket.  


Their pairing has attracted public attention due to both figures being relatively active in political and public communication spaces.


Addressing concerns over how the two will coordinate responsibilities within the ministry, Balaam dismissed any suggestion of rivalry, insisting that the partnership was structured for effectiveness rather than conflict.


“This will be the best combination. Those expecting conflict at our ministry should know we are ready to work together,” Balaam said, signaling a unified front as they begin their new roles in government.


He further praised Nameere, describing her as a dynamic and capable leader whose appointment complements his own strengths in leadership and mobilisation. 


“Nameere is like a mother to me. She is very active, brilliant, and result-oriented,” he said.


Balaam also suggested that their pairing was deliberate and strategic, aimed at strengthening service delivery in the local government sector, which oversees decentralisation and coordination of district administrations across the country.


“There is no doubt that our pairing was intentional, and I thank the President for giving me such an energetic lady who can cross bridges,” he added, referencing President Museveni’s decision in the recent Cabinet lineup.


The remarks come at a time when attention is shifting to how newly appointed ministers will manage internal coordination, particularly in ministries with both Cabinet Ministers and Ministers of State sharing overlapping responsibilities.
