The Minister for ICT and National Guidance, Dr Chris Baryomunsi, has clarified the transition process of the outgoing Cabinet, stating that ministers will remain in office beyond the official end of their term until a structured handover is completed.
Speaking on Thursday night during an appearance on NBS Television, Baryomunsi explained that although the Cabinet’s technical tenure is set to end on 11th May, continuity in government operations will be maintained to prevent disruptions in service delivery.
“Technically speaking, the cabinet ends on 11th May but the President guided that ministers stay in office until they have handed over,” he said.
He emphasized that the arrangement is not unusual in government transitions, noting that it is intended to ensure that ministries continue functioning without interruption while awaiting the appointment and swearing-in of new Cabinet members.
According to Baryomunsi, President Yoweri Kaguta Museveni has directed that the outgoing ministers continue in office in a caretaker capacity until all formal handover processes are concluded.
“The President will issue a statutory instrument guaranteeing that the ministers will stay in office until they hand over to new ministers so that there is no vacuum,” he added.
The minister’s remarks come at a time when President Museveni has been holding farewell engagements with his Cabinet, thanking them for their service and reflecting on key achievements recorded during the outgoing term.
The meetings have highlighted progress in governance, economic performance, and implementation of national development programmes.
Museveni has also used the farewell sessions to stress the need for discipline, accountability, and integrity in public service, signaling expectations for the incoming Cabinet.
Baryomunsi’s explanation underscores the government’s approach to managing a smooth transition, ensuring continuity of state functions while avoiding administrative gaps that could affect ongoing programmes.
The arrangement effectively places the outgoing Cabinet in a transitional role until a new team is appointed and formally sworn in.
This process is expected to follow the President’s next announcement on Cabinet restructuring.
