President Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice and Her Worship Agnes Alum as the new Chief Registrar, in a move aimed at strengthening the leadership and efficiency of Uganda’s judiciary.
According to a statement released by the Presidential Press Unit (PPU) on Thursday, May 14, 2026, the appointments are intended to enhance service delivery and improve the administration of justice across the country.
“The President of the Republic of Uganda, H.E Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice. President Museveni has also appointed Her Worship Agnes Alum as the new Chief Registrar,” the statement read in part.
The government emphasized that Justice Kawumi’s appointment as Deputy Chief Justice has already been submitted to Parliament for consideration and approval, in line with constitutional requirements.
The parliamentary vetting process is expected to assess his suitability for one of the highest judicial offices in the country.
If approved, Justice Kawumi will play a key role in overseeing the Court of Appeal and Constitutional Court divisions, as well as supporting the Chief Justice in the overall management of the judiciary.
Her Worship Agnes Alum, who has been appointed Chief Registrar, will be responsible for the administration and coordination of court operations, including case management and judicial support services.
The office is central to ensuring efficiency in court processes and reducing case backlogs that have long affected the justice system.
The statement highlighted that the appointments are part of ongoing reforms within the judiciary aimed at improving efficiency, transparency, and access to justice.
The changes come at a time when the judiciary continues to face pressure to expedite case handling and strengthen public trust in legal institutions.
Parliament is expected to review the nomination of Justice Kawumi in the coming sessions, marking the next step in the formalisation of the new judicial leadership structure.
