New Details Emerge on How Female Driver Was Shot Near Speaker Anita Among’s Residence

Parliament has provided new details on the circumstances surrounding the shooting incident involving a female driver near the residence of Speaker Anita Among in Kampala, describing it as a roadside altercation that escalated unexpectedly.


In a statement issued by the Director of Communication and Public Affairs at Parliament, Chris Obore, it was clarified that the Speaker was not present at the scene at the time of the incident, as she was in Bukedea on official duties.


According to Obore, the incident occurred along Mackinnon Road, which is currently under construction, where a female driver and a police officer attached to the Speaker’s security detail engaged in a confrontation over access to the restricted road section. 


Obore explained that preliminary information indicates the driver insisted on proceeding through the construction zone despite being advised by the officer to use an alternative route. 


The disagreement reportedly escalated into a tense exchange at the checkpoint.


“It is alleged that during the confrontation, the police officer struck the bonnet of the vehicle with his firearm in an attempt to enforce compliance, and in the process, a bullet was discharged,” Obore stated.


He added that the circumstances leading to the discharge of the firearm remain under investigation by the relevant security agencies, who are working to establish whether the shooting was accidental or resulted from procedural misconduct.


The female driver was injured during the incident and was rushed for medical attention. Her condition has not yet been officially confirmed by authorities, although police earlier indicated she was being traced for assessment and statements.


Obore emphasized that Parliament is closely following the matter and has urged for calm as investigations continue.


He also reiterated that the Speaker had no direct involvement in the incident, noting that she only received information about the shooting while away in Bukedea.


Security personnel attached to the Speaker’s detail have since been questioned, with one officer reportedly arrested as part of ongoing inquiries.


Police in Kampala are expected to issue a comprehensive report once investigations into the shooting are concluded, including the sequence of events and whether protocol was followed during the confrontation.


The incident has sparked renewed scrutiny over security procedures around high-profile residences and the management of traffic diversions in areas under construction within the city.
