Minister Milly Babalanda
The government has moved to quell growing speculation over an alleged reshuffle of Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs), dismissing a widely circulated list as false and unauthorized.
In a public statement, Milly Babalanda, the Minister in charge of the Presidency, warned that the document trending on social media platforms does not originate from the Office of the President and should be treated as misleading.
The list, which has gained traction online in recent days, claimed to outline new appointments, transfers, and dismissals of RDCs, RCCs, and their deputies.
However, Babalanda clarified that no such changes have been sanctioned by President Yoweri Museveni.
“My office has noted with concern a list currently circulating… purporting to be a reshuffle,” she said, adding that the document is “fake, malicious, and has not been issued or authorized” by the President.
The minister emphasized that no reshuffle has been effected and that all current office holders should continue executing their duties without disruption.
She reiterated that appointments and transfers of RDCs remain the exclusive mandate of the President, as provided under Article 203 of Uganda’s Constitution.
The clarification comes amid heightened public interest in administrative changes within the presidency, a process that often attracts significant political attention due to the strategic role RDCs and RCCs play in local governance and state representation.
Babalanda further cautioned the public against spreading unverified information, noting that such actions risk creating unnecessary anxiety among public officials and citizens.
“The public is advised to disregard the circulating list and treat it as the work of individuals intent on causing confusion, anxiety, and disaffection,” she said.
