"He Had Debts to Pay" Former RDC Burora Suggests Non-Political Motives in Lukwago’s Detention Saga

Former Resident District Commissioner Herbert Anderson Burora has stirred renewed debate over the abduction and detention of lawyer and former Kampala Lord Mayor Erias Lukwago, after suggesting that the senior legal figure’s ordeal may be tied to personal and financial issues rather than purely political persecution.


Burora, in a widely circulated statement on social media, claimed that Lukwago “will not tell you the truth,” alleging that he had unresolved obligations and deliberately avoided accountability by linking himself to high-profile opposition legal work. 


He suggested that Lukwago’s actions were strategic rather than accidental.


“For a fact, Lukwago won’t tell you the truth. However, he had debts to be paid either in cash or in kind, but he chose to use the cover of Besigye’s case to run away. That is the reason he chose the long route over a shorter one,” Burora said.


He further added that members of the legal fraternity may be aware of undisclosed circumstances surrounding the matter.


“Advocates can argue for a colleague, but if deeply you can read through the envelope, you don’t have to demonstrate, you know what to do to save the situation,” he added.


The remarks have triggered heated reactions online, coming at a time when Lukwago’s detention remains under intense scrutiny from opposition leaders, the legal fraternity, and human rights defenders.


Lukwago’s detention and charges

Lukwago was reportedly picked up by armed security operatives from his home in Kampala on June 15, 2026, as he prepared to pursue legal action linked to alleged threats against opposition figures. 


Opposition groups said he was taken to an undisclosed location without formal communication.


He later appeared in court, where he was charged with misprision of treason—an offence alleging failure to report information related to treasonable activity. He denied the charges and was remanded in custody. 


Authorities have not issued a detailed public explanation of his arrest or the conditions of his detention.


Competing narratives

While opposition leaders and legal bodies describe Lukwago’s arrest as politically motivated, Burora’s comments introduce a contrasting narrative suggesting private disputes and financial dealings may have influenced the circumstances.


He further implied that colleagues within the legal profession are aware of background issues that are not publicly discussed, adding another layer to the ongoing debate. 


However, these claims remain unverified and have not been substantiated by any official record or court filing.


Allegations of mistreatment and political backlash

Lukwago’s allies maintain that he was subjected to harsh treatment while in custody, including reports that he collapsed after strenuous physical drills. Authorities have not publicly responded to these allegations.


The Uganda Law Society has condemned the manner of his arrest, describing it as a breach of due legal process and professional protections for advocates.


Opposition figures argue the case reflects increasing pressure on political dissenters and lawyers linked to high-profile opposition cases, particularly those involving detained politician Kizza Besigye.
