Minister Balaam Breaks Silence as Facebook Reopens in Uganda

Minister for Local government Balaam Ateenyi, has issued a public message welcoming the restoration of Facebook access in Uganda, calling for responsible use of the platform and urging citizens to avoid online content that could undermine national stability.


In a statement shared on social media, Ateenyi thanked what he referred to as the “Principal” for restoring connectivity, while emphasizing discipline in digital engagement. 


“Thank you Principal for unfreezing Facebook,” he said. “I urge all users to use this platform responsibly by avoiding violations, misinformation, and disrespectful posts that undermine our leaders, fellow citizens, national security, and the economy.”


The minister further encouraged Ugandans to shift focus toward constructive online activity, highlighting the role of social media in economic empowerment and community mobilisation.


“Let us use social media to promote our goods and services, foster constructive engagement, and mobilize communities for national development not for demobilization,” he added.


His remarks come against the backdrop of Uganda’s history of intermittent social media restrictions during politically sensitive periods. 


In previous years, including the 2016 general election and the presidential inauguration period, platforms such as Facebook, WhatsApp, and Twitter were temporarily blocked by authorities citing national security concerns and the need to curb misinformation.


Those restrictions sparked widespread debate both locally and internationally over digital rights, freedom of expression, and the balance between security and online openness. 


Many users during those periods resorted to virtual private networks (VPNs) to bypass the restrictions and maintain communication.


In his latest message, Ateenyi also offered prayers for the country’s leadership, commending President Yoweri Kaguta Museveni and Chief of Defence Forces General Muhoozi Kainerugaba.


“May the Lord bless our President, H.E. Kaguta Museveni, and Chairman General Muhoozi Kainerugaba the Chief of Defence Forces as they continue to serve our nation,” he said. 


“May God grant them wisdom, strength, and good health as they lead Uganda towards peace, stability, and prosperity.”


The statement is likely to reignite public discussion on the role of government officials in shaping online discourse, particularly at a time when social media continues to play a central role in political communication, business promotion, and civic engagement across Uganda.
