Museveni’s 41st SONA Faces Scrutiny Over Missing Progress on Key Promises

President Yoweri Museveni delivered his 41st State of the Nation Address on Thursday, June 4, outlining government priorities and progress, but a review by the Daily Monitor raises questions over the delivery of past pledges.


In its Friday publication, the newspaper presents a “SONA scorecard” assessing commitments made in the 2025 address against current realities. 


The evaluation suggests that while the government continues to outline ambitious economic targets, several key promises remain either partially fulfilled or unaddressed. 


Museveni reiterated his administration’s goal of growing Uganda’s economy to $500 billion in the near future. 


He highlighted sectors expected to drive this expansion, including agro-industrialisation, tourism, mineral beneficiation, and science and technology innovation. 


The president also maintained that the country’s security framework remains stable and supportive of economic growth.


“I wish to reiterate that the NRM is aiming at making Uganda a $500 billion economy in the near future,” Museveni stated, echoing sentiments from his 2025 address.


However, the Daily Monitor notes that the latest speech did not provide a comprehensive breakdown of progress on previously outlined commitments. 


The publication’s “truthometer” graphic visually indicates mixed performance, with gains in some sectors but notable gaps in implementation.


In his 2026 address, Museveni emphasized discipline and accountability in public service, warning against complacency and corruption. 


“No more sleep; no more leaning on others; no more diverting people’s attention; no more corruption,” he said, signaling a tougher stance on governance.


They point to recurring themes in successive addresses without clear timelines or outcomes.


The coverage also underscores broader concerns about transparency and follow-through, especially as Uganda navigates economic pressures and rising public expectations.
