“These Are Not Idle Threats” — Lawyer Stephen Kafeero Blasts Muhoozi Over Threats to Shut Down Nation Media Outlets

Lawyer and journalist Stephen Kafeero has weighed in on the growing controversy surrounding Uganda’s Chief of Defence Forces, Gen. Muhoozi Kainerugaba, after reports emerged that he threatened to shut down independent media houses NTV Uganda and Daily Monitor.


The remarks, which have been widely circulated online, came after the two media outlets aired reports scrutinising Muhoozi’s online activity and his long record of controversial public statements. 


The coverage included renewed attention to past incidents involving state power and allegations of abuse linked to high-profile detentions.


In a reaction, Kafeero argued that the threats should not be dismissed as casual online rhetoric, warning that they reflect a pattern of escalating pressure on independent journalism in Uganda.


“For the nth time, Kaguta Museveni’s son, who also serves as Uganda’s army chief, is threatening to shut down an independent media house. These are not idle threats,” Kafeero said.


He further claimed that similar actions have been followed through in the past, referencing allegations tied to the detention and alleged mistreatment of former Kampala Lord Mayor Erias Lukwago. 


The claims have circulated widely in political discussions but remain contested in public debate.


Kafeero warned that continued silence in the face of such statements risks normalising impunity and weakening institutional accountability.


“He has followed through before. Silence emboldens impunity. Push back,” he added.


The comments have intensified ongoing debate about the balance between national security authority and media freedom in Uganda. 


Rights advocates argue that threats directed at media institutions, if left unchecked, may create a chilling effect on journalism and discourage critical reporting on matters of public interest.


Media organisations, including Daily Monitor and NTV Uganda, have continued normal operations despite the controversy, with both outlets maintaining coverage of political developments and public accountability issues. 


Their editorial direction in recent days has drawn increased attention amid the standoff.
