Hon. Dr. Balaam Barugahara Ateenyi has built a public profile that cuts across business, entertainment, and politics, before landing a Cabinet position in Uganda’s government.


He currently serves as State Minister for Children and Youth Affairs under the Ministry of Gender, Labour and Social Development, following his appointment during a Cabinet reshuffle announced on March 21, 2024. 


His entry into government marked a shift from a long career in the private sector and public events industry into formal political leadership.


Before joining Cabinet, Balaam was widely known in Uganda’s entertainment scene as an events promoter and businessman. 


His work in organising shows, promoting music events, and engaging with the entertainment industry made him a familiar name, especially among young people and urban audiences.


According to official ministry profiles, he has also been involved in broader business activities beyond entertainment, building a reputation as an entrepreneur with interests in multiple sectors. 


His public life has often blended business visibility with social engagement, particularly in youth-focused spaces.


Born on July 28, 1979, Balaam comes from Mbarara in western Uganda. 


He attended Namasagali School for his early education before proceeding to Makerere University, where he studied Bachelor of Commerce. 


He later furthered his studies at Cavendish University Uganda, earning a Master of Business Administration.


His appointment to Cabinet placed him at the centre of government policy affecting children and young people. 


In his current role, he is tasked with supporting programmes and policies aimed at youth empowerment, child welfare, and social development initiatives across the country.


Since taking office, he has been involved in government messaging and outreach targeting young people, an area where his background in public engagement and entertainment has been seen as an advantage.


Balaam’s transition into government reflects a growing trend in Uganda where individuals from business and creative industries are increasingly taking up political and administrative roles. 


His appointment has also drawn attention because of his strong public profile prior to joining Cabinet.


As he settles into his ministerial role, his work remains focused on youth and children’s issues, a portfolio that places him in direct contact with some of the country’s most sensitive social and development challenges.
