Lilian Aber Breaks Silence After Retaining Disaster Preparedness Docket in Museveni Cabinet Shake-Up

Kitgum Woman MP Lilian Aber has been reappointed as Minister of State for Relief, Disaster Preparedness and Refugees in the Office of the Prime Minister.


The appointment was made by President Yoweri Museveni, extending her stay in a docket central to managing disasters, humanitarian response and refugee affairs in the country. 


In her reaction, Aber said she was grateful for the renewed trust and described the decision as a vote of confidence in her work in the ministry.


“Deeply honoured and profoundly grateful to H.E. President Museveni for reappointing me as Minister of State, Office of the Prime Minister (Relief, Disaster Preparedness and Refugees),” she said.


She added that the appointment carries significant responsibility, saying it strengthens her resolve to serve communities facing emergencies and hardship.


“This trust you have placed in me once again humbles me greatly and fills my heart with renewed purpose and determination,” she said.


Aber pledged to prioritise disaster preparedness and response, noting that government efforts must focus on people affected by floods, drought, displacement and other emergencies.


“I pledge to serve our beloved nation with utmost dedication, compassion, and relentless commitment by putting our people first, especially in their most vulnerable moments,” she said.


Uganda continues to face recurring natural disasters as well as pressure from refugee inflows, with the Office of the Prime Minister coordinating relief efforts across the country.


Aber also thanked the leadership of the Patriotic League of Uganda, mentioning Gen. Muhoozi Kainerugaba for his support and guidance.


“I also extend my sincere gratitude to our Chairman, Gen. Muhoozi Kainerugaba, for your steadfast support, wise counsel, and continued guidance,” she said.


Her reappointment is expected to ensure continuity in disaster response programmes at a time when several regions in Uganda continue to experience climate-related challenges, including flooding and prolonged dry spells.


The ministry is also tasked with managing refugee settlements, a responsibility that remains one of the largest humanitarian portfolios in the region.
