Muganga Steps Into Security Docket, Signals Focus on National Stability

Victoria University Vice Chancellor Lawrence Muganga has formally accepted his appointment as Uganda’s new Minister of State for Internal Affairs, pledging to prioritize national security and public safety in his new role.


In a statement released shortly after his inclusion in President Yoweri Museveni’s latest cabinet lineup, Muganga expressed gratitude for the opportunity, describing the appointment as both an honour and a significant responsibility. 


He acknowledged the weight of expectations tied to the position, noting that the role directly impacts the safety of communities and the country’s broader stability.


“With a grateful heart, I sincerely thank His Excellency President Yoweri Museveni for appointing me,” Muganga said, adding that he does not take the responsibility lightly. 


He emphasized that the appointment reflects the trust placed in him to contribute to Uganda’s governance and security framework.


Muganga, who has built a reputation in the education sector, particularly through his leadership at Victoria University, now transitions into government at a time when internal security remains a key priority for the administration. 


His appointment signals a blend of academic leadership entering public service, a move analysts say could bring a fresh perspective to the ministry.


In his remarks, Muganga underscored his commitment to serving with integrity, promising to work diligently and uphold honesty in executing his duties. 


He outlined his core focus areas as maintaining peace, strengthening public safety, and ensuring that security systems effectively serve citizens.


“I step into this role with humility, with a deep sense of duty, and with a strong desire to serve well,” he stated, adding that his approach would be guided by discipline and dedication.


The Ministry of Internal Affairs plays a central role in overseeing immigration, national identification, and coordination of internal security agencies. 


Muganga’s entry into the docket comes amid ongoing efforts by the government to enhance security operations and address emerging threats.


He also linked his appointment to the broader vision of national development under Museveni’s leadership, noting that Uganda continues to grow stronger. 


Muganga pledged to contribute to that trajectory by focusing on stability as a foundation for progress.


Closing his statement on a personal note, he expressed appreciation to the President for the confidence shown in him, vowing to justify the trust through performance.


“By God’s grace, I will work hard to prove that this trust was well placed,” he said.


Muganga now joins a team tasked with steering Uganda’s internal affairs at a critical time, with expectations high on delivery and accountability.
