Speaker Anita Among’s Bodyguard Charged With Attempted Murder Over Shooting of Female Motorist

A police officer attached to Speaker Anita Among’s security detail has been formally charged in connection with a shooting incident that left a female motorist injured in Kampala.


Corporal Humphrey Muhanguzi, a 38-year-old officer attached to the Counter Terrorism Directorate and based at Naguru Police Barracks in Nakawa Division, appeared before court following the preparation of charge sheet CRB 198/2026 at Wandegeya Police Station. 


According to the charge sheet dated May 8, 2026, Muhanguzi is accused of attempted murder contrary to Section 187 of the Penal Code Act, Cap 128. Prosecutors allege that on April 30, 2026, at Kafu Road in Nakasero Village, Kampala District, he attempted to unlawfully cause the death of Kemirembe Annet, a female driver.


The incident is reported to have taken place near a high-security zone in the city, close to areas associated with senior government officials, including the Speaker of Parliament. 


Initial accounts linked the officer to security deployment around Speaker Anita Among’s residence, where he was said to be part of her protection detail at the time.


Police sources have since confirmed that Muhanguzi was arrested shortly after the shooting incident as investigations commenced into the circumstances under which the firearm was discharged. His service weapon was reportedly taken as part of the probe.


Court documents show that the matter is being handled under Wandegeya Police jurisdiction, with investigators treating the case as attempted murder, a charge that carries a severe penalty under Ugandan law if proven.


The victim, Kemirembe Annet, was reportedly driving when the shooting occurred, although full details of what triggered the confrontation have not yet been publicly clarified by authorities.

Muhanguzi, who has served within the Counter Terrorism unit, was presented before a magistrate as legal proceedings began. 


It remains unclear whether he has entered a plea as the case proceeds through the early stages of the judicial process.


Investigations are ongoing, with police expected to establish the exact sequence of events leading to the shooting and the officer’s conduct at the time of the incident.
