Will Loyalty Secure Victory? Speakership Race Heats Up as Questions Mount Over Anita Among’s Future

As Uganda’s race for the next Speaker of Parliament gathers momentum, journalist Kungu Al-Mahadi Adam has raised fresh questions over whether loyalty to the ruling establishment will secure a second term for incumbent Anita Annet Among.


Among, who is seeking to retain her position in the 12th Parliament, enters the contest as a seasoned political figure with a record closely tied to the ruling National Resistance Movement (NRM) under President Yoweri Museveni. 


Her tenure has been marked by firm control of parliamentary proceedings and alignment with the executive’s legislative agenda. 


Weighing in on her chances, Kungu framed the debate around performance and political loyalty. 


He pointed to Among’s role in managing Parliament during periods of heightened political tension, particularly her handling of opposition figures.


“Winning over opposition figures, silencing and neutralising dissent, and steering Parliament through some of the most controversial bills—hasn’t she done it successfully?” Kungu posed.


During her time as Speaker, Among presided over key legislative processes that saw the passage of contentious laws, often criticised by opposition leaders and civil society groups. 


Supporters, however, argue that her approach ensured stability and efficiency in Parliament, aligning legislative outcomes with government priorities.


Kungu further questioned what more could be expected from a leader widely seen as loyal to the appointing authority.


“What else does the appointing authority want from the class monitor?” he asked, suggesting that Among’s track record demonstrates unwavering commitment to the NRM leadership.


The analyst warned that overlooking Among in the upcoming decision could send mixed signals within the ruling party ranks.


“Wouldn’t deciding otherwise be a betrayal to a loyal cadre?” he added, framing the speakership race as not just a contest of competence, but also of political allegiance.


Despite her incumbency advantage, Among faces a competitive field, with several figures expressing interest in the position. 


Her bid also comes amid ongoing scrutiny over governance and leadership style, both locally and internationally.


As the decision ultimately rests with the political establishment led by President Museveni, the outcome is expected to reflect broader calculations within the ruling party, balancing loyalty, public perception, and internal dynamics.


For now, Among remains a central figure in the race—her record both a strength and a point of contention as Uganda prepares for the next phase of parliamentary leadership.
