A National Unity Platform (NUP) activist, Ssekabira Patrick, has raised concern over what he describes as increasing political engagement by Chief of Defence Forces Muhoozi Kainerugaba on the social media platform X, arguing that it could amount to a breach of military neutrality under Ugandan law.
Speaking on the matter, Ssekabira said serving officers in the Uganda People’s Defence Forces (UPDF) are required to maintain strict political neutrality and avoid public actions that may be interpreted as partisan positioning.
He warned that continued online political commentary by senior military figures risks undermining institutional discipline.
“Any serving officer who openly engages in partisan political discussions is crossing a line that is clearly defined in law,” Ssekabira stated, urging accountability mechanisms within the military structure to be activated.
His remarks come amid ongoing public debate over Muhoozi’s frequent posts on X, where he has commented on domestic political developments, opposition activity, and national security matters—content that critics say increasingly overlaps with political messaging.
Under Uganda’s military framework, laws governing UPDF conduct prohibit serving officers from participating in partisan politics.
Legal experts note that violations of these provisions may be treated as disciplinary offences within the military justice system.
Possible consequences, depending on the severity of the breach, may include court martial proceedings, detention in military custody, demotion, dismissal from service, loss of benefits, or imprisonment after conviction.
However, analysts caution that enforcement is typically handled internally within the military structure, and outcomes depend on formal investigations and command decisions.
Ssekabira urged authorities to apply the law consistently, arguing that selective enforcement could weaken public trust in state institutions.
He further called for clarity on the boundaries between personal expression on digital platforms and official military communication.
Muhoozi, a long-serving senior officer and public figure, has in recent years attracted attention for his active presence on X, where his statements have frequently sparked political debate both within Uganda and across the region.
