Muhoozi Removes MP Kabanda as PLU Secretary General Following Online Clash With Minister Justine Nameere

The Chief of Defence Forces Gen Muhoozi Kainerugaba has announced a leadership shake-up in the Patriotic League Uganda (PLU), removing Kasambya County MP Daudi Kabanda as Secretary General and naming Hon. Fadil Twalla as his replacement, in a move signaling internal restructuring within the organisation.


The changes come a few weeks after MP Kabanda engaged in an online feud with state minister for local government Justine Nameere. 


In a statement posted on X, Gen Muhoozi confirmed the appointment and expressed appreciation for Kabanda’s tenure, which has lasted three years.


“The new General Secretary of PLU is Hon. Fadil Twalla. I will work closely with him to achieve our objectives. I thank Hon. Kabanda for his 3 years of excellent service. He set the standard high for the position,” Muhoozi wrote.


The announcement marks a significant shift in the PLU leadership structure, with Kabanda stepping aside after a period in which he played a key role in the movement’s coordination and administrative growth. 


His tenure has been widely associated with efforts to streamline internal mobilisation and expand the group’s organisational footprint.


Gen Muhoozi further indicated that broader changes are underway within PLU, including a planned overhaul of its Central Committee.


“In the next few months I will appoint a new membership of the Central Committee of PLU. We achieved what we set out for with the previous team. The new challenges that face us need a fresh team,” he stated.


The CDF also issued directives regarding the transition process, instructing PLU’s National Vice Chairperson, Mr. Michael Nuwagira, to immediately organise an official handover ceremony between the outgoing and incoming Secretaries General.


“The National Vice Chairperson of PLU, Mr. Michael Nuwagira, is hereby instructed to organise the handover/takeover ceremony of the position of General Secretary of PLU as soon as possible. From Hon. Kabanda to Hon. Fadil. All PLU Ministers and Members of Parliament must attend,” Muhoozi directed.


The reshuffle is expected to reshape the internal dynamics of PLU, an organisation closely associated with Gen Muhoozi’s political mobilisation network. 


Political observers say the changes signal a new phase of restructuring aimed at consolidating leadership and preparing the group for emerging political and organisational challenges.
